Explanation of above estimates (including long-range effect):
As quantity of potholes serviced during any fiscal year is a variable total, the aggregate fiscal impact of this bill is not able to be assessed. Generally, the requirement to fill all potholes within 24 hours of grinding is expected to have a minimal fiscal impact limited to overtime for employees working on the potholes.
Memorandum
The WV DOH strives to, and generally does, repair all potholes within 24 hours of grinding. The DOH notes that unexpected occurrences such as significant weather events, emergency situations, or equipment failure are the primary reasons that a ground pothole is not repaired within 48 hours.
