Effect this measure will have on costs and revenues of state government.


This bill proposes to remove the authority of the director of the Purchasing Division to establish an annual fee required by vendors doing business with the state. Currently, that fee is set at $125 but only vendors awarded a contract must pay the fee; there is no fee to submit a bid. A vendor account is required in wvOASIS for contracts to be issued. During Fiscal Year 2024, vendors paid for 3,743 registrations, generating a total of $467,840.00 for the Purchasing Division. The special fund is used to pay for salaries, rent, etc.
