The purpose of proposed Senate Bill 520 is to require the Executive Branch agencies, State Police and county boards of education to develop a market rate salary adjustment policy to allow localities within the State to adjust salaries according to the local market conditions and cost of living in that area.

Explanation of above estimates (including long-range effect):
We have reviewed the provisions of the proposed legislation and we find those provisions mandate the development of an Area Market Rate Salary Adjustment Policy no later than July 1, 2026 by Executive Branch agencies, the State Police and all county boards of education. Further, the proposed Bill mandates the aforementioned Policy shall be provided in writing and electronically to the President of the West Virginia Senate, Speaker of the West Virginia House of Delegates, the Office of the Governor of West Virginia and the West Virginia State Budget Office no later than September 1, 2025. Since the earlier-mentioned Policy has not yet been formulated, we have no basis at this time for projecting the potential financial impacts of the proposed Bill.
