Explanation of above estimates (including long-range effect):
The DOH would be responsible for review of the taxpayer's project application. The DOH cannot estimate how many applications might be submitted on an annual basis, but does forecast that each application would require approximately $2,500-3,000 of internal review time assuming that the taxpayer does not supplement or amend its original application. Supplements and amendments, if any, could be limited or significant in scope and are thus difficult to forecast.

Difficulty in assessing fiscal impact is due to uncertainty regarding the number of annual taxpayer applications that may be submitted.
