The bill would great a West Virginia Coal Marketing Program for the purpose of protecting and marketing West Virginia's coal markets and coal facilities. It also creates a related West Virginia Coal Market Program account administered by the Office of the Governor. The bill proposes appropriating $1 million from general revenue to the newly created West Virginia Coal Market Program account to utilize for projects with public benefit associated with expanding and protecting West Virginia's coal markets and coal facilities.

The total cost of the bill is anticipated to be $1,000,000 which is the total amount the bill proposes to appropriate from general revenue to the West Virginia Coal Marketing Program.
