The estimates are based on 7 employees currently based in the northern panhandle receiving pay adjustments equivalent to the 2025 Pittsburgh Locality Pay Rate and 3 employees in the eastern panhandle receiving an adjustment based on the 2025 Washington DC Locality Pay Rate.
