Memorandum


The purpose of House Bill 2497 is to implement a regional differential pay designated as "Locality Pay". After reviewing the 2024 General Schedule Pay Tables published by the U.S. Office of Personnel Management (OPM), it was determined that there were two (2) demographic areas in West Virginia listed; Pittsburgh-New Castle-Weirton, PA-OH-WV and Washington-Baltimore-Arlington, DC-MD-VA-WV-PA. The OIC does have investigative field offices in these locations. The OIC is unable to quantify the financial impact to the operating fund due to the additional information needed to align the federal rules, classifications and pay schedules to state personnel.
