This fiscal note provides the estimated impact for locality pay adjustments for State Police uniformed members and civilian employees who meet the eligibility requirements set forth in this bill. This measure would have a significant impact on General Revenue funding with a projected FY2027 impact of $2,884,275.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
Calculations were based on current staffing of uniformed member and civilian employees in the counties designated on the Locality Pay tables within the OPM General Schedule for wages. The locality rate for FY2026 was used for purposes of this estimate; this rate is subject to change by implementation. For Brooke, Hancock, Marshall, and Ohio counties a 21.03% rate of increase was used, and a rate of 33.94% was used for Berkeley, Hampshire, Hardy, Jefferson, Mineral, and Morgan County employees. Calculations include benefits.

This information is based on employees stationed in the Locality Pay area of Pittsburgh-New Castle-Weirton, PA-OH-WV and Washington-Baltimore-Arlington, DC-MD-VA-WV-PA as of the writing of this fiscal note. While civilian data remains fairly constant, uniformed member information is fluid due to changes in manpower with retirements and resignations, changes in manpower requirements, promotions, and transfers. The assumption is made that employees’ salaries will revert to pay without the Locality Pay table increase if they transfer out of the designated county to a different area of the state.
