Effect this measure will have on costs and revenues of state government.


We can not determine an exact fiscal impact as this is a new law. I can state that a person convicted as a misdemeanor, first offense would cost the agency $73.07 per day (jail). If they were to be convicted of a second offense, felony it would cost our agency $97.13 per day (prisons). These figures are taken from our 2024 annual report on cost per day averages for jails and prisons. Funds used for these amounts are Special Revenue for Jail costs and General Budget for prisons costs.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.



Memorandum


We can not determine an exact fiscal impact as this is a new law. I can state that a person convicted as a misdemeanor, first offense would cost the agency $73.07 per day (jail) $26670 Annually. If they were to be convicted of a second offense, felony it would cost our agency $97.13 per day (prisons)$35452.00 Annually. These figures are taken from our 2024 annual report on cost per day averages for jails and prisons. There are too many variables for the felony charge such as being granted parole or not after serving pone year minimum. Funds used for these amounts are Special Revenue for Jail costs and General Budget for prisons costs. There is no data for us to analyze to determine how many people would not register and how may would be misdemeanor and felony again because this is a new law.
