Effect this measure will have on costs and revenues of state government.


It is impossible to give an exact fiscal impact as this is a new law. A determinate sentence of not less than 15 years would cost the agency $531,781 for full term. Our annual report for 2024 reports a daily cost of $97.13 per day. The Bill does not reflect a maximum discretionary sentence and I assume it could be hundreds of years and essentially a life sentence. That is a huge variable and costs would determined of the age of the offender at the time of sentencing. This financial impact cannot not be determined with the information I have. Inmates would would still still be parole eligible is some cases. Parole eligibility is determined a 1/4 of time served of a determinate sentence.

It is impossible to give an exact fiscal impact as this is an introduction of a new law. A determinate sentence of not less than 15 years would cost the agency $531,781 for full term. Our annual report for 2024 reports a daily cost of $97.13 per day. This is a new Offense and there is currently no one incarcerated for the Offense of Torture to gauge how many persons are subject to be sentenced under these guidelines.
