Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The bill states that no member of the Legislature may receive compensation or expense reimbursement unless they pass a drug test for all known illegal drugs and any legal drugs for which a member does not possess a prescription. The bill requires the tests to be conducted annually by December 31, and the cost of the tests will be paid for by each respective Legislator.
There would be no additional cost incurred by the State or the Legislature based on the costs of the tests being paid for by the individual members out of pocket.

Explanation of above estimates (including long-range effect):
There would be no additional cost incurred by the State or the Legislature based on the costs of the tests being paid for by the individual members out of pocket.
Should a member fail a drug test and become ineligible for compensation or reimbursement, this would result in reduced costs.
