Effect this measure will have on costs and revenues of state government.
The WV Division of Corrections and Rehabilitation does not currently have an Ombudsman. This legislation would create the position. The Division of Personnel currently has a position within the DHS Formally DHHR. The cost of this position is currently approximately $82,000.00 plus 40% benefits, at $114800.
The position would require a vehicle for travel to the institutions. That estimate is approximately $40000.00 for a midsize 4x4 SUV.
Space to work could be found within the agency and would be at no cost.
An increase in approximately $154800 to include staff and vehicle. A continuing cost for personal services in the amount of $114800 annually for the Position. This could increase as well depending on legislative salary adjustments.

Explanation of above estimates (including long-range effect):
The personal Service cost noted above includes Ombudsman position. Totals include benefits that were calculated by %40 of salary position.
$40000 was estimated for a midsize SUV as this position would require travel throughout the state.
Fuel cost could impact the agency but it is hard to predict. Office supplies, space and start up office equipment could be found within the agency and would have no significant impacts on the agency.

Above is summarized as to the cost of creating this position. Costs of fuel and office supplies can not be accurately predicted. Most of those costs would not have a significant fiscal impact on the agency.
