Effect this measure will have on costs and revenues of state government.
The purpose of proposed House Bill 2343 is to authorize and require the State Auditor to conduct audits of all county boards of education relating to income or funds received, regardless of source. The proposed Bill also stipulates that reports of possible fraud, misappropriation, mismanagement, or waste of West Virginia state funds would be referred to the Commission on Special Investigations, county prosecutors and law enforcement agencies.

Explanation of above estimates (including long-range effect):
Consistent with projections of implementation costs with respect to the proposed legislation which were provided in prior years for similar proposed legislation, the State Auditor’s Office believes the aims of the proposed Bill would require the hiring of three new staff positions at a salary of $43,000 per year for a total of $129,000 per year. In addition, the attending employee benefits (employer retirement matching contributions, insurance expenses) would total approximately 34 percent of salary ($129,000 * .34 = $43,860). Accordingly, the total cost annually to add the additional three staff positions would total $172,860.
