Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


If enacted, this bill would create the behavioral health workforce initiative within the Higher Education Policy Commission. The initiative will study behavioral health workforce supply and demand; incentivize and promote careers in behavioral health care; assist in the development of pipeline programming; improve trainees’ access to clinical supervisors; assist behavioral health professionals to attain addiction treatment credentials; develop learning collaborative partnerships; assess and increase the training available for behavioral health students and professionals in telehealth techniques; and coordinate communication between stakeholders to leverage existing federal and state scholarship loan repayment and incentive programs. It is estimated that the initial year costs will be about $1.3 million and $2.0 million upon full implementation.

Explanation of above estimates (including long-range effect):


The estimated cost includes: - Increase psychiatry residents each year - Doctoral psychology internship stipends - Masters level psychology, social work, and counseling internship stipends - Pipeline programming for middle and high school students at colleges and universities - Pipeline initiatives to support transition from undergraduate to graduate programs - Clinical practice supervision to attain licensure- Support for specialized treatment credentials.
