If the duties under this Bill are assigned to the West Virginia Economic Development Authority it will result in the need to create a duplicate function. The equipment required, office build-out, and database generation would be expected to be onerous.
The actions under this bill in identification of suitable sites for natural gas electric generation projects are already being performed by the GIS Office of the West Virginia Department of Economic Development. Assigning this responsibility to the WVDED would be absorbed by its existing GIS Office, likely to have a much less financial impact.
Air monitoring responsibilities would naturally fall under the responsibilities of the WV Department of Environment Protection.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
Personal Services can be estimated at ~$70,000/year per GIS analyst.
Asset costs of computer equipment ($10,000), database building ($65,000), and office location(s)($25,000) would be a sunk cost of $100,000 per office. Annual maintenance could be estimated at $10,000/year for training, database upgrades, and office maintenance.

Assigning site identification and utility siting/mapping to the West Virginia Department of Economic Development would be absorbed by its existing GIS Office at a much less cost than having the West Virginia Economic Development Authority create a duplicate effort.
