Effect this measure will have on costs and revenues of state government.
This legislation, in its current form, requires the state superintendent to work with the Department of Human Services (DoHS) to develop a strategic plan to monitor and improve math scores for students in foster care.
There are approximately 5398 school-aged students in foster care. To provide some sort of online resource in mathematics and reading, would cost approximately $30 per student per year totaling $161,940.

Explanation of above estimates (including long-range effect):
There are approximately 5398 school-aged students in foster care. To provide some sort of online resource in mathematics and reading, would cost approximately $30 per student per year totaling $161,940.
Memorandum
As a result of legislation proposed during the 2024 Regular Session, the West Virginia Department of Education (WVDE) worked collaboratively with the DoHS to develop to create lists of free online resources for foster parents to access. The resources list has been provided to county boards so that it can be customized to include additional resources available in the school district. A copy of the resource list will be provided upon request. The WVDE is also concerned that the unfortunate transient nature of foster students and the frequency by which they move to different home environments and/or school systems, login information and/or books may be difficult to maintain; therefore, the WVDE finds it more beneficial for foster parents work directly with their local schools regarding available tutoring and remedial support for foster children in their care.
The WVDE has concerns that W. Va. Code 18-2L-1(c), lines 27-33 are problematic due to the language limiting the number of vendors that can provide a product that supports both mathematics and reading. The WVDE is available to discuss this issue and/or assist with drafting an amendment to eliminate this concern upon request.
