The stated purpose of this bill is to make unlawful the practice of municipalities assessing user fees when employees are not present in the municipality in the performance of his or her job. The estimated impact of this bill cannot be accurately determined. "User fee" is undefined. Municipal budgets have a line item for aggregate "Municipal Service Fees", but amounts included by municipalities in this line may be for a range of different fees and are not specific as to type of fee included.
