Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require the Public Employees Insurance Agency (PEIA), the Bureau for Medical Services (BMS), and various insurance companies to provide coverage for non-stress fetal tests, including an ultrasound. This coverage also includes tests performed remotely in a residence. There shall also be reimbursement by PEIA, BMS, and the health insurer for the covered service.
The Department does not anticipate a fiscal impact as a result of this bill as BMS already provides coverage for non-stress fetal tests, including an ultrasound, with the exception of the telehealth requirement.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
Memorandum
Fetal non-stress tests and ultrasounds would require a medical technician on site for an ultrasound, which could be considered home health, but not telehealth, therefore it could be done by remote monitoring but not telehealth.
Remote monitoring and telehealth are not the same thing and have different rules and health personnel required in different locations.
