Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to provide Medicaid coverage for postpartum healthcare. West Virginia currently covers 12 months postpartum, and children are covered through the Medicaid and Children's Health Insurance programs (CHIP). The Department assumed the costs for an extension of eligibility for the additional 12 months of coverage. It is estimated that the additional coverage will increase annual enrollment by 80,000 member months at approximately $330 per member per month for a total annual projected cost of $26,400,000 (state = $6,831,000/federal = $19,569,000).

Explanation of above estimates (including long-range effect):


The current enrollment of Medicaid Pregnant Women (under 185% of FPL) is 8,033. The Department's actuary utilized available data to estimate an additional 80,000 member months due to the extension of coverage for an additional 12 months. The $330 per member per month amount includes a trend component and has been loaded for administration and margin consistent with rate setting assumptions. PMPM rate of $330 x 80,000 member months equals $26,400,000. Federal blended match rate for SFY2025 is 74.125% ($19,569,000), with state share 25.875% ($6,831,000).
