Effect this measure will have on costs and revenues of state government.
The bill's impact on DOH is that a registered nonprofit would not pay permit, inspection or renewal fees for outdoor advertising permits. Except for the fee, nonprofit applicants would provide the full standard application.
There are approximately 12,000 nonprofits registered in West Virginia. It is difficult to predict how many of these nonprofits would utilize such a provision in connection with outdoor advertising permits.

Explanation of above estimates (including long-range effect):
Costs associated with a two-faced outdoor advertising sign permit are: $125.00 for the license, $75.00 for the inspection fee, and $40 for the sign permit. Thus the total for one permit would be $240.00. The annual renewal cost for the license and permits would be $175.00 for each company.
Because the number of nonprofits that would rely on the fee-free permit process is variable, we cannot estimate the aggregate fiscal impact of this bill.

We cannot estimate the number of nonprofits that would file outdoor advertising permit applications or associated actions.
