This legislation, in its current form, requires each county board of education to implement community education programs to provide information on cultural, educational, recreational, social, health, and other services within the community.
The West Virginia Department of Education (WVDE) estimates the total cost to be $4,570,600 annually for hiring experts to teach required community education programs in 55 counties.

Explanation of above estimates (including long-range effect):
The estimated total cost is $4,570,600 annually for hiring experts to teach required community education programs in 55 counties. A breakdown is below:
- 8 experts per county at $30 per hour = $960 per county to offer 8 classes once a week
- Annual cost per county for instructor = $49,920
- Annual cost for statewide coordinator = $75,000
- Annual cost for 55 county coordinators (@ $30,000 per county) = $1,650,000
- Annual cost for statewide/local marketing = $100,000
Memorandum
Many technical centers already provide some of the services outlined in the legislation. The West Virginia Department of Education’s (WVDE) estimated cost is based on offering community education classes for the eight areas specified in §18-2D-2. However, if additional areas or classes are introduced, ("including but not limited to"), the fiscal impact will be greater. Additionally, if a county is unable to find an expert within its community to teach one of the required subjects, what would be the solution? Currently, the WVDE and Workforce Innovation and Opportunity Act (WIOA) jointly fund GED preparation at 70 class sites across the state, while the expenses for the GED exam are also covered by state allocations.
