This bill would require the reprogramming of all traffic control signals in WV to include a 3 second pause between the time one set of lights turns red and the opposite set of lights turns green. Every traffic control signal in WV would need to be reprogrammed.

Explanation of above estimates (including long-range effect):
Implementing this would require DOH to send field technicians to approximately 1280 existing signalized intersections in the state. The total cost would be considerable.
Memorandum
It is unlikely that we currently have any signals in the state with the delay described on any approach to the signal, let alone all approaches. Currently employed yellow and red clearance intervals are calculated using national standards that take into account factors such as the length of the intersection the vehicle has to traverse and the normal operating speed of the approach.
There are approximately 1280 existing signalized intersections in the state, none of which are currently programmed with a 3 second red clearance as would be required by the bill. This bill would require DOH to modify and reprogram to all signals in the state. This bill would also require substantial standard and specification updates.
Beyond the immediate fiscal impact on the DOH, this bill would be expected to have a detrimental safety impact on the travelling public.
