Memorandum
Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form.
There would be very little fiscal impact to the WVDCR. We would offer guidance to propose rules for the operation of said Pilot program.
We cannot predict how many may not complete the program, but these offenders are already within the judicial system and would be included in our current costs. There could actually be a cost savings to the state for those who complete this alternative sentence and do not end up in our prisons and jails.
