Effect this measure will have on costs and revenues of state government.


This could have potential costs if staff would need to be hired for this process. Based on what institution has inmates providing labor on the DOH crew, staffing and supervision is completed by the DOH employee. THE WVDCR already has Policy that allows for certain inmates to work with DOH crews. These inmates are permitted to work these crews based on their classification. We have MOUs with DOH and we are reimbursed for the labor and staff supervision. These crews are currently available at both our male and female institutions.

Memorandum


There should be no fiscal impact for allowing WVDCR classified inmates to work with DOH as the bill is written. Should our classification system change to allow more inmates to work in the community there could be a cost to his Correctional Officers.
