This bill will not have a fiscal impact. The West Virginia Code already stipulates that only United States citizens may register to vote or participate in West Virginia elections. W.Va. Code §3-2-2(a) states that to be eligible for voter registration, a person must be a U.S. citizen. Additionally, W.Va. Code §3-1-3 specifies that only registered voters may cast ballots in state, county, and municipal elections.
