The purpose of this bill is to create the Broadband Middle Mile Fund, establish
funding and authorized expenditures, and require any broadband project funded solely by
public money be an open access project.

Add one FTE for this program at a salary of $45,000 plus $13,500 for benefits. Ongoing expenses of $10,000 include employee travel, fees and supplies. One-time costs in first year include $3,500 for computer and phone supplies.
