The proposed bill will create a new program and associated fund allowing all purchasers of hunting and fishing licenses to be solicited to donate money disbursed to the WVU Rifle Team Fund.
The bill allows the WVDNR to recoup processing and administrative costs through a (up to) 5% deduction of the donated funds.
As long as the bill does not allow for diversion of revenue from the cost of hunting and fishing licenses, federal reimbursement as per the Federal Aid in Wildlife Restoration Act should not be affected.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
The cost of complying with the administrative requirements to collect and disperse the funds is estimated to require 4 hours by an employee earning $31.25/hour (salary plus fringe).
This cost is offset assuming $2500 in donations yearly (2500 X 5% = 125)

Potential Hunting and Fishing License revenue diversion issues may be offset by the clause in section (d) of the bill which allows WVDNR to recoup up to 5 percent of donations for administrative and processing costs.
