The total estimated cost to the State under the Public School Support Plan (PSSP) for the cafeteria manager pay grade increase portion of the proposed legislation is $274,857. Due to insufficient data, we cannot provide a reasonable estimate of the number of employees that would change classifications based upon their current job duties. Therefore, we are unable to estimate the cost for the proposed definition changes for the Cafeteria Manager, Cook II and Cook III classifications, although it is anticipated that the proposed changes will result in some cafeteria personnel moving into a higher classification which will result in a higher cost to the State under the PSSP.

Explanation of above estimates (including long-range effect):
Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
The total estimated cost to the State under the Public School Support Plan (PSSP) for the proposed legislation is $274,857. The proposed legislation changes the pay grade classification for the Cafeteria Manager position from a pay grade D to a pay grade E, which will increase the annual salary of the 437.23 FTE of Cafeteria Managers currently employed by $530 each. The total estimated cost under PSSP by step is as follows:
Step 2 - Allowance for Service Personnel $ 231,732
Step 3 - Allowance for Fixed Charges $ 19,211
Step 6c - Allowance for Service Substitutes $ 5,793
Retirement $ 18,121
Total $ 274,857
The proposed legislation also changes the definition of Cafeteria Manager, Cook II and Cook III. It is anticipated that the proposed changes will result in some cafeteria personnel moving into a higher classification based on the duties they are assigned as compared to the revised definitions. Although these higher classifications for personnel would result in an increased cost to the State under the PSSP, insufficient data exists to estimate the number of employees that would change classifications based on their current job duties. The number of reclassifications would vary by school depending on the current staffing levels and job duties.

The proposed legislation attempts to change the pay grade for Cafeteria Managers through the definition for the classification contained in W. Va. Code §18A-4-8. It fails to update the pay grade for Cafeteria Managers contained in W. Va. Code §18A-4-8a. In order to properly increase the pay grade, the change should be made in W. Va. Code §18A-4-8a. Failure to change that statute would result in conflicting statutory language regarding the pay grade for cafeteria managers.
The proposed legislation appears to not have been updated from prior year proposed legislation to account for date changes etc. The fiscal note was calculated with the assumption that appropriate changes will be made to the proposed legislation for the current legislative session.
