SB462, by adjusting permit application fees, renewals and modifications, will generate an additional $4.3M, annually, in revenue, for the Division of Mining and Reclamation. Expenditures are not expected to increase upon implementation of this bill. With revenue gradually decreasing each year and expenses remaining relatively constant, it is estimated that DMR will be operating in a deficit by FY2026 without this increase.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
The increase in revenue was calculated by looking at the past five year average of coal-mining NPDES application submittals and applying the proposed fee increases to those averages. The fee increases will fund operations of the division which are predicted to run a deficit in FY2026 without this increase.
