Effect this measure will have on costs and revenues of state government.
According to the WV Department of Veterans Assistance, there are 142,694 veterans in WV – which is 10.22% of the population. 35,226 of those veterans receive disability compensation, which is 25% of the veterans, or 2.5% of the population of the State. In Fiscal Year 2019 (FY19), the Division of Natural Resources, Parks and Recreation Section, rented a total of 45,510 campsites between Labor Day and Memorial Day. 2.5% of that number is 1,138 sites x average of $25 per night = $28,450. The revenue loss expected should this bill pass would be approximately $28,450 based on the current occupancy.
However, an unrestricted and unregulated free camping program offered to disabled veterans would likely become so popular that it could even displace other campers. The popularity could grow so that all current campers during the described season are displaced. West Virginia State Parks camping revenues in FY19 were $2,535,728.01. Approximately 25% of all camping revenues are received between Labor Day and Memorial Day, which represents a potential loss of $633,932.
The actual loss would be between $28,450 and $633,932 depending on the popularity of the program.
