Effect this measure will have on costs and revenues of state government.
Approval of this bill, specifically WVDHSEM having Human Resource Functions at a high level, would incur the hiring of two HR personnel. The cost of two individuals, fringes, equipment, and training should not exceed an additional $300,000 for the WVDHSEM budget. The benefit of this change enables better utilization of Federal funding (typically FEMA), for current and future disasters.

$150,000 is estimated as the salary + benefits required to hire two new Human Resources staff. The remaining $150,000 would encompass training and equipment associated with the two potential Human Resource hires.
