Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require the State Department of Education to develop a pilot program to provide mental and behavioral health services as an alternative to suspending students for disruptive behaviors.
The Department's Bureau for Medical Services currently covers certain school-based health services (not related to mental health) for qualified Medicaid individuals through fee for service. The Department covers the federal portion of these expenditures with the state portion being covered as certified match by the county school boards. This means the county must certify that they have qualifying state expenditures that they have made, equal to or in excess of the state share of these services. A psychological evaluation, would be required to determine if and/or what behavioral health services are medically necessary and therefore covered under the Medicaid Program. The Department does not currently have the information necessary to determine fiscal impact to the Medicaid program. Information on an estimated number of students would have to be provided by the Department of Education.
