Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The cyber threat to the state from both malicious threat actors and aging infrastructure presents a critical cyber risk to the protection of sensitive data entrusted to the state and potential extended service interruption of government services.
This initiative will ensure all technology investments by the State are designed, implemented, and maintained with appropriate levels of cyber protection.

Explanation of above estimates (including long-range effect):
The funds requested from FY 2020 are the start-up costs of this initiative. These general revenue funds would be utilized on software licensing, professional services, standardization, configuration, customization, best practice preventions protections, proactive monitoring, training, and outreach.
The on-going costs in column three continue the processes established under the start-up costs; however, the funding model changes from General Revenue to Special Revenue. These services would then be incorporated into the Office of Technology’s chargeback model. Also including in the on-going expenses are 8 fulltime employees hired by the Office of Technology, assigned to each Executive Branch Department, and charged back to the respective Department. Primary responsibilities include providing cyber risk management services to the department and sub-agencies, as well as, additional Information Security Officers needed to support on-going security initiatives.
