The purpose of proposed House Bill 2430 is to prohibit any state public utility from forcing owner-occupied residences to participate in a public residential sewer system except where the sewer system being used is unsafe for human use or is a clear public safety hazard to others.

Explanation of above estimates (including long-range effect):
The intent of the proposed Bill is to allow residents who have a demonstratively-effective method of sewage disposal for their personal residence the option of not hooking into a public residential sewer system. If the proposed legislation is adopted, we believe there will be a likely resultant decrease in future revenue streams for impacted public sewer systems around the State. However, we have no records or data collections available to us to reasonably estimate the financial impacts of the proposed Bill in terms of reduced revenues, either on specific public sewer systems or on a State-wide basis. Therefore, we have indicated a likely decrease in existing revenues which we do not have the ability to reliably estimate at this time.
