Proposed HB4722, the West Virginia Division of Highways (DOH) has the potential to increase our costs as DOH staff would be responsible for review of the engineering drawings and various other activities.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. HB4722 would require DOH Engineering Division staff to review drawings and ensure these projects are constructed to our standard. This would require approximately eighty (80) hours per project for the review and possible more of other oversight if needed. The estimated cost shown assumes one (1) project per month for twelve (12) months.

There is no way to fully determine the cost to the agency without a more definite number of projects per year this legislation would generate. However, DOH notes the cost is minimal and would be offset by the benefit of road improvement.
