Effect this measure will have on costs and revenues of state government.
The purpose of this bill is create the Act to Prohibit the Purchase of Small
Unmanned Aircrafts Manufactured or Assembled by a Covered Foreign Entity. The bill
provides for definitions. The bill prohibits the purchase of small unmanned aircraft from covered foreign entities. Finally, the bill provides for the drone replacement grant program.

Explanation of above estimates (including long-range effect):
The total actual cost for this program is unknown due to the fact we have no idea of how many drones other agencies have state wide. We have only estimated the costs of replacing the drones within DHS. This will not cover the costs of the entire state or any city or municipalities that may want to be in the program.

Memorandum
There are currently 47 Drones in DHS most of which will need to be replaced in the next three years if this bill passes. I do not have access to the remainder of the state, but primarily the concern is that a drone from a covered foreign entity that costs around $1,000-$2,000, will have to be replaced with a similar drone off the blue list that will cost between $14,000-$20,000 each. There could also be an issue of availability as many other states are contemplating similar legislation and the federal government already has similar regulations in place. So, all the state and federal agencies are going to be hitting these limited vendors with requests. The vendors may get to the point where unless we are buying in large quantities they won’t be interested. So, I think there is something to combining our efforts and maybe ordering some in bulk and having the replacement/distribution process in place within DHS. Doing the bulk ordering could get a lower price.
This will require additional FTEs to be added to the Division of Administrative Services/Justice and Community section to setup and oversee this process. One would be a Criminal Justice Specialist 2 To setup and oversee the project and a Administrative Services assistant to handle the procurement, payment, and fixed asset side of the project.
