This legislation, in its current form, does not change current expenses or revenues for the WVDE since it only changes the type of instruction a student may receive and does not increase of decrease instructional requirements.
Memorandum
Several of the provisions in this legislation are already established in West Virginia law. Specifically, West Virginia Virtual Schools (W. V. Code §18-2E-9) and Online Charter Schools (W. Va. Code §18-5G-1 et. seq.); therefore, passage of this legislation may create duplicative or conflicting programs.
