Explanation of above estimates (including long-range effect):
Compensation for the Secretary of State is currently $95,000. The bill increases that compensation to the equivalent of 85% of a member in the United State Congress, which is $174,000 (except for certain senior members in high-ranking positions; see https://crsreports.congress.gov/product/pdf/RL/RL30064#:~:text=The%20compensation%20for%20most%20Senators,from%20Puerto%20Rico%20is%20%24174%2C000.&text=The%20House%2Dreported%20(H.R.,continue%20the%20freeze%20in%202023.) ).
Implementation is set for January 1, 2025, which is in the middle of the 2024 fiscal year, thereby increasing FY2024 expenses by 50% of the higher salary, or $87,000.
