The purpose of proposed House Bill 2491 is to provide regional field employees of the Division of Highways (WVDOH) increases in annual pay.

Explanation of above estimates (including long-range effect):
In attempting to respond to the Fiscal Note Request, the State Auditor’s Office asked for additional information to aid us in identifying the specific group/groups of WVDOH employees who were intended by the sponsors of the proposed legislation to be granted the three percent pay increases to be awarded in one percent annual installments over a three-year period as called for in the Bill. In addition, we shared the text of the proposed Bill with the Human Resources Section of the WVDOH to ascertain whether the WVDOH could interpret the language of the proposed Bill and aid us in identifying the specific job classifications / job titles which were the intended targets of the legislation.
Specifically, we attempted to locate any and all employees who had the terms “regional’ or “field” in their Job Title. When that search yielded no results, we turned to the Human Resources Section of the WVDOH for assistance; however, we were informed that they were likewise unsure of how to interpret the specific employees who are covered within the proposed legislation.
While we know the fiscal impact of the proposed legislation would be an increase in WVDOH payroll expenses and attending employer matching costs, we are unable to reliably estimate those increased costs.
Memorandum
As a result of the abovementioned circumstances, we are unable to effectively cost out the likely fiscal impact of the possible implementation of the proposed legislation. If the specific job classifications / job titles can be provided to us, we can very quickly ascertain the current salaries of the intended WVDOH employees and provide the Legislature with a reliable estimate of the costs of the proposed annual pay increases and attending fringe benefit costs related thereto.
