Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


There are no costs associated with this bill to the State. The bill will generate approx. $55,000 in additional revenue by increasing a 30-year-old cap on fees that chemical facilities pay when filing their reports of inventory to the State Emergency Response Commission. The current cap is $100 and the proposed cap is $2500. This increased only impacts a limited number of larger facilities that store and report numerous chemicals. Most facilities will not pay more than the minimum $25.00 fee. This bill does not increase the fee, only raises the cap. The additional funds will be used to support Local Emergency Planning Committees and support an electronic filing system that facilities report in and the information is available to local first response personnel. This bill will provide much needed funding for public safety entities. The total increase may vary depending on the amount of chemicals stored.

Explanation of above estimates (including long-range effect):


There are no increased in any of the above expenses. The bill only increased the cap. It is estimated that the revenue will remain approximately the same in subsequent years.
