Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


Proposed HB2363, as amended, prohibits state and local governments from using a federal exemption from medical exams for employees that have Commercial Drivers Licenses (CDL’s) as a job requirement. A physician can grant a medical waiver under the federal law for certain circumstances. A medical exam is required every time a license is renewed at two year intervals. This fiscal note is restricted to the impact upon the Wildlife Resources Section of the DNR. The Division of Natural Resources, Wildlife Resources Section, has 32 employees who are required to have CDL’s. Assuming a cost of $100 for each medical exam, DNR Wildlife Resources Section would be reimbursing employees $3,200 every two years for the costs of the exam. Estimated average salary of $15 per hour, additive of 77%, times 4 hours travel for exam, times 32 individuals equals $3,398 every two years. Exam Costs $3,200 plus other costs $3,398, equals an estimated total cost of $6,598.40 every two years.
