Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


This legislation moves the West Virginia Health Information Network to a private nonprofit corporation. The Network is funded by Special Revenue (WV Code §16-29G-4) and transfers all encumbered funds to the new corporation. It is anticipated there will be no funds remaining in the Special Revenue account at December 31, 2017 and there will be no impact to the State. This fiscal note for HB 2068, Amendment #1, replaces the prior fiscal note submitted.

Explanation of above estimates (including long-range effect):


1. FY 2017 - There is no impact in FY 2017.      2. FY 2018 - The Network would terminate and expenses end December 31, 2017.      Personal Services:  3 FTE's filled = $205,660 * 50% (6 months) Benefits at 37%: 3 FTE's filled = $76,100 * 50% (6 months) Office Expense (Including rental, travel, legal and contractual) = $1,452,000 * 50% (6 months) Total Expenses for FY 2018 = $1,733,760 * 50% (6 months) = $866,880      There is currently no revenue source for the Network. 3. FY 2019 – No revenue or expenses projected after FY 2018.
