Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
This legislation terminates the West Virginia Health Information Network which was established to promote the design, implementation, operation and maintenance of a fully interoperable statewide network to facilitate public and private use of health care information in the state. The Network is funded by Special Revenue (WV Code §16-29G-4) and is projected to be sustainable from collections of a participation fee in the future. The Network has six (6) full-time equivalent positions but three (3) positons are vacant. If the Network is eliminated, three (3) staff will be laid off. Since this is special revenue, there will be no impact to the State.

Explanation of above estimates (including long-range effect):
With an assumption that the program will end June 30, 2017:
1. FY 2017 - There is no impact in FY 2017.
2. FY 2018 - It is assumed this program will be terminated June 30, 2017.
Personal Services: 3 FTE's filled = $205,660
Benefits at 37%: 3 FTE's filled = $76,100
Office Expense (Including rental, travel, legal and contractual) = $1,452,000
There is currently no revenue source for the Network.
3. FY 2019 – No revenue or expenses projected after FY 2018.
