Effect this measure will have on costs and revenues of state government.
A bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §18-28A-1 and §18-28A-2, all relating to requiring the West Virginia Department of Education to create a Bible literacy course in public schools. The cost involves bringing teachers together to create the standards for the courses.

Explanation of above estimates (including long-range effect):
The amount above reflects bringing in 15 to 20 teachers together with two face-to-face meetings and a completion stipend. This work normally takes place in the summer so it includes daily stipend, travel reimbursement and hospitality. Once the work is complete the courses would then have to be placed the correct policy, on comment for 30 days and final state board approval.
The additional expense, not included in the chart above, of instructional materials that could possibly be needed for classroom instruction would fall on the counties.
Memorandum
The West Virginia Department of Education uses the practice of allowing counties to create their own elective courses to meet the needs of their students.
