Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require school bus aides, who are trained in preventing bullying and providing a safe environment for the students while being transported on a school bus, to be present on school buses. There is no additional cost to the State for this proposed legislation since the allowances under the Public School Support Program are not being increased. The estimated cost to the county boards of education for the proposed legislation is $92,045,671 for fiscal years 2018 and thereafter.

Explanation of above estimates (including long-range effect):


There is no additional cost to the State for this proposed legislation since the allowances under the Public School Support Program are not being increased. The estimated cost to the county boards of education for the proposed legislation is $92,045,671 for fiscal years 2018 and thereafter. The proposed legislation will require one bus aide, trained in bullying prevention, to be present on all county school buses. Bus aides are currently present on all special education buses; therefore, additional aides would need to be hired to be present on all other bus trips. Using FY2017 certified list of personnel data and bus fleet data as of June 30, 2016, it was determined that there are 2,489 bus drivers on a full time equivalent basis which will require an additional bus aide. The total additional bus aides of 2,489 is made up of 2,930 total bus drivers offset by 441 special education bus drivers. Using the 2016-17 average contracted salary for aides of $25,254.31, it is estimated that the additional cost to the county boards of education is $92,045,671, which is made up of $62,857,978 salary costs, $18,476,693 for PEIA at an average of $7,423.34 per employee, $5,412,072 for fixed charges at 8.61%, and $5,298,928 for retirement at the counties' state-wide average contribution rate of 8.43%.
