This fiscal note does not reflect the expenses of specific consultation or expertise of professionals that may be required to ensure the efficacy of an application and proposed project.

Explanation of above estimates (including long-range effect):


Consulted with Budget/Payroll and Human Resources along with past data of similar programs to arrive at expenses. Explanation of payroll expenses: Personal Services: 1 CD Specialist / 1 Secretary: Total Salary, $74,330.00 Benefits for two positions: $26,020.00 Current expenses: Hospitality for six board meetings $12,000.00 Rental Expense Development Office $2,000.00 Misc. Office Supplies: $2,500.00 Computer Maintenance: $1,500.00 Board Travel: $7,200.00



Memorandum


These expenses would be applicable with direct administration integration within the WVDO. The cost would be significantly higher if a new division were to be created, however this particular program can fall in the administrative line with similar programs currently administered. A suggestion would be to put the director of the Office of Technology on the board with the responsibilities of approving the validity of any technology applications. This fiscal note and suggestion reflects only the establishment and administration of the community sustainability investment pilot program under the West Virginia Community Advancement and Development Division of the WV Development Office. This fiscal note does not reflect the expenses of specific consultation or expertise of professionals that may be required to ensure the efficacy of an application and proposed project. Additional costs for outside services that may need to be obtained include duties such as: review of applications, recommendations for committee use, consultation on project invoices so to ensure the match of the original scope of work and possibly field inspections to verify compliance if needed.
