Effect this measure will have on costs and revenues of state government.


This bill purports to take 5 cents per ounce of liquor revenues generated by the WVABCA and transfer this money to the WV Addictions Treatment and Recovery Fund to assist in various phases of addiction from alcohol and drug use. This bill would take away money from the General Fund where the liquor revenues are deposited. This would obligate monies from liquor revenues to fund this project into the future.

Explanation of above estimates (including long-range effect):


The WVABCA does not calculate the liquor revenues as a fee/cents per ounce so it would be very difficult to estimate a number for the 5 cents an ounce amount suggested in the bill.
