The West Virginia Division of Highways(DOH)currently has a Design Directive (#806 Policy for installation of Screening on Highway Overpasses) It shall be the policy of DOH to evaluate the need for screening on bridges or overpasses.

Explanation of above estimates (including long-range effect):
If changes are made, the only difference between our current policy and this bill is; the bill requires the use of fencing on overpasses while our policy allows us to decide whether to use it or not. The additional costs is minimal compared to cost of the new or renovated structures.
Memorandum
DOH policy basically requires areas be reviewed for fencing on new or renovated structures and problem areas. This Fiscal Note requires fencing to be placed on all overpasses. It also used a condition termed "significant construction" as one of the triggers for installation. DOH may want to consider changing "construction" to "renovation" on line 3 in the Bill in subsection b), and in subsection c). This would conform more to our own policy and its definitions.
