HB2044 establishes the Senior Farmers' Market Nutrition Program Fund in order to supplement federal funding provided by the USDA Food and Nutrition Service for a seasonal voucher program for eligible seniors in West Virginia. The addition of state resources to this program will enable a participating seniors to receive additional produce vouchers and fresh produce than can be purchased by federal funding alone.

Explanation of above estimates (including long-range effect):


During the 2016 Senior Farmers' Market Nutrition Program season (July - November), WV utilized $476,000 in federal funding to generate 17,000 voucher booklets. Booklets were valued at $28/each, with each voucher's face value being $4. Federal funding levels have not been established for the 2017 season yet, so the 2016 data will be used for the projections in this Fiscal Note. If General Revenue funding were to be made available to serve a group of 17,000 seniors by providing an additional $30 in vouchers, the cost would be $510,000. Additionally, $30,000 is requested to supplement USDA funding used to provide fresh produce to eligible recipients (such as apples, or other products depending on growing season, harvest times, and producer availability). The total estimated cost of additional vouchers and fresh produce would cost approximately $540,000. The existing General Revenue appropriation for Senior Farmers' Market Nutrition Program support and administration (0131-97000) would be sufficient to cover the printing, distribution, and processing costs incurred by the additional vouchers.



Memorandum


The federally-funded vouchers have compliance and monitoring guidelines established in the Code of Federal Regulations. It is recommended that these guidelines be adopted for state-funded vouchers as well, to minimize confusion and make program administration and usage as consistent as possible. The 2017 federal funding should be awarded to states in mid-March. Based on available funding, the 2017 voucher booklet values and quantities will be adjusted up or down accordingly.
