Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
HB 2097 if enacted would permit community and technical colleges and universities to charge students half the cost of a credit for every credit taken over the fifteenth hour. For Higher Education Policy Commission institutions, It is estimated that revenues would increase about $20.2 million or 2.78% over the estimated $727.6 million received from tuition and fee revenues. It is estimated that revenues would increase about $644,000 or 1.12% for Community and Technical Colleges. The Percent increases range from .78% to 7.01% with a 2.84% median for the Higher Education Policy Commission institutions and from 0.67% to 2.37% with a 1.03% median for the Community and Technical Colleges. Fall 2015 enrollment data were used to compute these estimates. It is estimated that the spring 2016 and summer school enrollments will be 90% of the fall enrollment. The change would affect 22,179 students, or 29.96% of students state wide. This estimate may decline in future years depending on the number of students willing to pay the additional fees. No additional costs would result from the enactment of the legislation.
